Notice of Public Improvements

Affected Residents of Shades Subdivision, Phase 2

Attention, residents of Shades Subdivision (Fairbanks St, Windsor Ave, Hobart St, Fernwood Ave):

Due to delays out of the Town’s control caused by NIPSCO during gas main relocation work, the start of construction for this project is being delayed and is now scheduled to start in the early Spring of 2026.  The Town wants to ensure they are giving their contractors enough time to construct the project according to plan before winter weather arrives.  There will be another resident notice distributed sometime early next year letting the residents know when construction plans to begin ahead of time once the project team is able to gage when the winter weather is coming to an end.

We apologize for any inconveniences this may cause.  NIPSCO/Meade will be working throughout the Fall restoring any roadways and landscaping areas they disturbed during their gas main relocation work.  If you have any questions relating to this project, please contact the Town or Matt Scarsella (Construction Engineer) w/ Christopher B. Construction Map
  • NIPSCO/Meade gas main relocation work is ongoing through August 22, 2025.
  • The Roadway/Stormwater Improvement Project is scheduled to begin on or after Monday, August 25, 2025, and is expected to conclude in late November 2025.
  • The affected streets are Fairbanks Street, Windsor Street, Hobart Street, and Fernwood Avenue.
  • These streets will be open to local traffic only and may be closed with limited or no access during construction hours (7 am to 5 pm).
  • 141st Ave will be milled and paved from Hobart St. to Cedar Creek Bridge later in the Fall.
  • 141st Ave will remain open to traffic throughout the project; no closures are anticipated at this time. There will be days during the project when 141st Ave may be reduced to one lane of traffic, but will remain open.
