Project Overview

This Roadway/Stormwater Improvement Project includes the following work:

  • Removal of existing roadways and driveway aprons
  • Underground storm sewer work and roadway reconstruction
  • Installation of concrete curbs and driveway aprons
  • Asphalt roadway paving and landscaping

Affected Streets: Fairbanks Street, Windsor Street, Hobart Street, and Fernwood Ave.

What to Expect — Traffic & Access

  • Affected streets will be open to local traffic only and may be temporarily closed with limited or no access during construction hours (Monday–Friday, 7 am–5 pm, with occasional later hours or Saturday work if necessary).
  • 141st Ave will remain open to traffic throughout the project. There may be occasional periods where 141st Ave is reduced to one lane, but it will not be fully closed. Toward the end of the project, 141st Ave will be milled and paved from Hobart St. to Cedar Creek Bridge.
  • Residents will have access to their driveways at the end of each workday for parking (except during concrete work and curing periods).
  • Please do not block driveways, mailboxes, or fire hydrants when parking during this time.

Services During Construction

  • School Transportation: The Crown Point Schools Transportation Department has been notified and will communicate any changes for school pickup/drop-off.
  • Garbage & Recycling: Republic Services and USPS have been contacted and will continue service throughout the project. Garbage and recycling may be picked up earlier in the morning on collection days to ensure street access.

NOTICE TO RESIDENTS

March 23, 2026

Shades Phase 2 Residents,

We will be starting Phase 2 of our Project on/after Tuesday, March 24, 2026 and will be completed by July 2026. Please expect limited to no access to Fairbanks St, Windsor Ave, Hobart St, Fernwood Ave, and 141st Ave during working hours (M-F, 7am – 5pm with work occasionally later and on Saturdays, if necessary) until late July 2026.

The reconstruction of the streets consists of removal of existing roadways & driveway aprons, underground storm sewer work, roadway reconstruction, installation of concrete curbs, installation of driveway aprons, asphalt roadway paving, and landscaping. The CP Schools Transportation Department has been made aware of our project and will be in touch regarding any changes (if applicable) for continued pickup/drop off of kids for school. Republic Services and USPS have also been contacted and will continue service throughout the project. Garbage and Recycling may be picked up earlier first thing in the morning on garbage days ahead of our work starting for the day, so they ensure they have access to the streets.

We plan to accommodate all of you to the best of our ability while we push forward to complete this project quickly. Please plan accordingly to limit access in and out of your homes as much as possible during construction hours so that the contractors can complete their work in a safe and timely fashion and so that the residents have a safer surface to travel on. If you need access to your car/house during construction hours, we kindly ask that you try to communicate with neighbors on other streets that are not being constructed and park in their driveways and switch off for the duration of the project. Please do not block any driveways, mailboxes, or fire hydrants when parking. All residents will have access to their driveways at the end of the workday each evening to park in their driveway (except during concrete work and curing time). We know this is going to cause an inconvenience and we appreciate your patience and cooperation. If you have a scheduled time in the near future where you will absolutely need access to your home or if you have any questions relating to this project, please contact Matt Scarella w/ Christopher Burke Engineering who will be overseeing this Rieth Riley project on behalf of the Town of Cedar Lake.
