New Business

1. Pay Request No. 7 in the Amount of $389,775 for Gatlin Plumbing & Heating for the WSSSI Project 2

Mr. Simstad reported this is a routine pay request for Gatlin in the amount of $389,775. They are working on restoration and testing of the system. They will proceed with as-builts and record drawings after completion. Mr. Carnahan asked about the total completed and stored to date amount of $3,272,752.40. He asked if that is the total of the whole project. Mr. Simstad stated no. The entirety of the project is $3,750,000. They are about half a million short of that. There is still more to pay. Mr. Simstad stated they have a change order allowance in the project to protect the Town's upper limit on that. They will come back with either a routine pay request #8 or final pay request once the entirety of the project is complete. Mr. Carnahan stated the retention of $187,500 was money put up front. Mr. Simstad stated no. That is money withheld from the contractor's pay request to guarantee the interest on behalf of the Town. That will go back to the contractor with the final pay request. Mr. Thiel asked about the completion date. Mr. Simstad stated there were storms in May, June, and July. Reasonable extensions have been made. He estimated by late September all the work would be complete. They will work forward with the one-year guarantee period and come back and address any outstanding items.

Motion to approve was made by Mary Joan Dickson; seconded by Chuck Becker.

i. Sanitary Update — NIES

Mr. Simstad reported Project 2 was discussed earlier. They will be submitting the permit for Project 3 that Rich signed earlier this month. He stated they are still working off of generators at their office but still expect the final QAQC review within the next week. He anticipates submitting the permit by next Friday.

ii. Water Update — CBBEL

Mr. Baldwin reported the water system pressures have been okay. There have been minimal to no reports of pressure fluctuations compared to previous years. They will take trending data of pressures and how tanks are moving throughout the year to assess and make sure things are in line. They are moving forward with the new production wells on the west side including the amendment to the SRF.

b. Director of Operations

Mr. Kubiak reported they had some challenges during the power outage including in Lemon Lake Estates and surcharging. They are working on getting some estimates together for a generator at the lift station by True Value. He discussed getting a backup generator in place to help so they can keep the other one mobile. He stated they were able to keep up for the most part. Mr. Carnahan discussed the minutes from the last meeting and getting quotes for a generator at the lift station by True Value. He asked if he had gotten those yet. Mr. Kubiak stated no. They were trying to get a Cummins to match the others. Too much other stuff has been going on and they have not made progress. Mr. Carnahan asked about the sewer relining discussed at the last meeting. Mr. Kubiak stated they have a quote but have not received a revised quote for the additional amount. A brief discussion continued on the quote. Mrs. Dickson asked about regular maintenance on generators and if it was done in house or out. Mr. Kubiak stated they have Metro Power do the annual inspections, oil changes, and testing. Mr. Thiel asked Mr. Kubiak to update everyone on Muir Woods. Mr. Kubiak stated Steiner told him the pipe was coming in on the 20th and the manholes on the 21st. They would be scheduled install right after. Mr. Carnahan asked if that was for August. Mr. Kubiak stated yes.
