IC 5-14-1.5-3.3 — Conduct of Meetings of Certain Entities (Indiana Law)
Sec. 3.3.
(a) This section applies only to a meeting of the governing body of an entity described in section 2(a)(2) or 2(a)(3) of this chapter.
(b) This section does not apply to a meeting of the governing body of a school corporation or charter school.
(c) As used in this section, “attendee” means a member of the public who is physically present at a meeting of a governing body.
(d) If a governing body allows attendees to speak on a topic at a meeting, the governing body may designate:
- (1) a period for taking public testimony that is:
- (A) before or during the governing body's discussion or consideration of the topic; and
- (B) before the governing body takes final action on the topic; and
- (2) the amount of time allotted for attendees to speak on the topic.
(e) A governing body may adopt reasonable rules or policies governing the conduct of a meeting, including any of the following:
- (1) Reasonable restrictions on the time allotted for attendees to speak on a topic.
- (2) Reasonable steps to maintain order during a meeting with respect to attendees and the elected officials of the governing body.
- (3) A procedure for the presiding member of the governing body to issue warnings to attendees who disrupt a meeting. Subject to subsection (g), the procedure may provide that if an attendee receives three (3) warnings, the presiding member of the governing body may upon issuing the third warning, direct:
- (A) the attendee to leave the meeting; and
- (B) a law enforcement officer to remove the attendee from the meeting, if the attendee refuses to leave when directed by the presiding member for a violation of the rules or policies governing the conduct of the meeting as adopted by the governing body.
(f) The governing body must notify attendees of any rules or policies that are adopted under this section by:
- (1) posting the rules or policies in a visible area at the entrance to the meeting location; or
- (2) making an announcement of the rules or policies at the meeting before taking oral public comment.
(g) Nothing in this section may be construed to prohibit a law enforcement officer from immediately removing an attendee from a meeting if:
- (1) removal of the attendee is necessary to maintain order or ensure the safety of another person;
- (2) the attendee commits a criminal offense; or
- (3) the attendee violates the rules or policies governing the conduct of the meeting as adopted by the governing body.
(h) IC 34-13-3-3 (a)(8) applies to this section.
Town Ordinance — Rules of Debate and Conduct
§ 30.22 RULES OF DEBATE
(A) The President of the Council or such other member of the Council as may be presiding may move, second, and debate only when he relinquishes his position as presiding officer of the meeting; however, nothing herein shall prohibit him from voting. Likewise, nothing shall prohibit him from making such comment as may be necessary. The President is subject to the same limitations as by these rules imposed on all members and shall not be deprived of any of the rights and privileges of a Council member by reason of his acting as the presiding officer.
(B) Every member desiring to speak shall address the chair, and, upon recognition by the presiding officer, shall confine himself to the question under debate, avoiding all personalities and indecorous language.
(C) A member, once recognized, shall not be interrupted when speaking, unless it be to call him to order, or as herein otherwise provided. If a member, while speaking, be called to order, he shall cease speaking until the question of order be determined, and, if in order, he shall be permitted to proceed.
(D) All votes of Council members may be by a voice vote unless a role call vote is requested by any Council member, or the presiding officer determines that a roll call vote is necessary.
(E) In the event of a tie vote from the Council, the Clerk-Treasurer shall cast the deciding vote by roll call vote.
(F) The Clerk-Treasurer shall enter in the minutes a synopsis of the discussion on any question regularly coming before the Town Council.

§ 30.23 ADDRESSING TOWN COUNCIL
(A) Any person desiring to address the Town Council shall first secure the permission of the presiding officer to do so; however, under the following headings of business, unless the presiding officer rules otherwise, any qualified person may address the Town Council without securing such prior permission:
- (1) Interested parties or their authorized representatives may address the Town Council by written communications in regard to matters then under discussion.
- (2) Town taxpayers or residents of the town, or their authorized legal representatives, may address the Town Council by oral communications on any matter concerning the town's business or any matter over which the Town Council has control and which is on the agenda; provided, that preference shall be given to those persons who have notified the Clerk-Treasurer in advance of their desire to speak in order that the same may appear on the agenda of the Town Council.
- (3) Interested persons or their authorized representatives may address the Town Council by reading of protests, petitions, or communications relating to zoning, sewer, and street proceedings, hearings, or protests, appeals, and petitions, or similar matters, in regard to matters then under consideration by the Council.
- (4) All communications and comments shall be read or heard at the appropriate time pursuant to § 30.20 hereof.

(B) Each person addressing the Town Council shall step up, shall give his name and address in an audible tone of voice for the records, and unless further time is granted by the Town Council, shall limit his address to three minutes. All remarks shall be addressed to the Town Council as a body and not to any member thereof. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a member of the Council, without the permission of the presiding officer. No question shall be asked a Council member except through the presiding officer.

§ 30.24 VOTING OF COUNCIL
(A) Each Council member shall be required to vote in public by a roll call vote indicating his vote by either a yes or no on any subject, motion, resolution, ordinance, or other matter requiring a vote, and no member shall abstain from voting unless he is personally involved in the issue at hand. If a Council member feels that he might have a conflict of interest which would effectively challenge or negate his vote, he should announce the fact and the reason for the possible conflict. If a majority of the remaining Council decides, upon such disclosure, that there is no conflict, the member shall be required to vote. In the event of a tie vote by the remaining members on the question of conflict of interest, the Clerk-Treasurer shall break the tie.
(B) All votes of the Council members may be by a voice vote unless a role call vote is requested by any member of the Council, or the presiding officer determines that a roll call vote is necessary.
(C) Discussion and voting on any issue at a regular or special meeting shall be in public and in strict compliance with the Indiana Anti-Secrecy Laws so as to avoid any attempt (or what might appear to be an attempt) to withhold or otherwise conduct private or secret meetings.

§ 30.25 DECORUM
(A) While the Town Council is in session, the members must preserve order and decorum, and a member shall neither, by conversation or otherwise, delay or interrupt the proceedings or the peace of the Town Council nor disturb any member while speaking or refuse to obey the orders of the Town Council or its presiding officer, except as otherwise here provided.
(B) Any person making personal, impertinent, or slanderous remarks or who shall become boisterous while addressing the Town Council shall be forthwith, by the presiding officer, barred from further audience before the Town Council, unless permission to continue be granted by a majority vote of the Council.

§ 30.26 SERGEANT-AT-ARMS
The Chief of Police or such member of the Police Department as he may designate, shall be Sergeant-at-Arms of the Town Council meetings. He, or they, shall carry out all orders and instructions given by the presiding officer for the purpose of maintaining order and decorum at the Town Council meetings. Upon instructions of the presiding officer, it shall be the duty of the Sergeant-at-Arms to place any person who violates the order and decorum of the meeting under arrest and to eject him from the meeting place.

WHEREAS, the Town Council of the Town of Cedar Lake, Lake County, Indiana (hereinafter, the “Town Council”), has been informed and advised concerning the System Development Charge to new customers of the Town Sewage Works System, all of which was established by the provisions of Town Ordinance No. 926, passed and adopted by the Town Council June 7, 2005; and thereafter amended by Town Ordinance No. 978, adopted on the 9th day of November, 2006; and thereafter amended by Town Ordinance No. 1248 adopted the 16th day of August, 2016; and thereafter further amended by Town Ordinance No. 1311, adopted the 4th day of December, 2018; and
WHEREAS, the Town Council has been further informed and advised by its Utility Accounting Specialist, and its Town Attorney, that the adopted Sewage Works System Development Charge, originally adopted in 2005, and thereafter amended as aforesaid, has been in full force and effect from and after the time of adoption to the present; and
WHEREAS, the Town Council has reviewed the provisions of the current Town Sewage Works System Development Charge Amendatory Rate Ordinance, as aforesaid; and
WHEREAS, the Town Council, upon its review of the provisions of the most current Sewage Works System Development Charge Rate, and upon being duly advised by its Utility Accounting Specialist, and its Town Attorney, now concurs that same should be amended in its terms pertaining to the Sewage Works System Development Charge Administration Method and the Rate to be charged and collected hereafter; and
WHEREAS, the Town Council, being duly advised, and having reviewed the current Sewage Works System Development Charges, now concurs and agrees that same should be amended for present development circumstances and that the Town needs to finance further improvements and extensions to the Town Sewage Works for new connections to and users, as well as for long-term capital operation and maintenance of the Town Sewage Works for new connections to, and users of, same hereafter; and
WHEREAS, the Town Council has been informed and advised that there was published a Notice of Public Hearing, giving notice to present and future customers of the Sewage Works System of a Public Hearing to be held regarding amendment to the aforementioned Town Ordinance No. 1311, and all Town Ordinances concerning Sewage Works System Development Charge rates and charges; and
WHEREAS, the duly noticed Public Hearing on amendment to the Town Sewage Works System Development Charge Rate Ordinance, as amended from establishment to date, was held on this day regarding the Sewage Works System Development Charges to be charged and collected and wherein present and future customers of the Sewage Works System were given an opportunity to be heard concerning a proposed amendment to the Sewage Works System Development Charge rates and charges to be charged and collected pursuant to said Amendatory Ordinance; and
WHEREAS, the Town Council, based upon its review, report and recommendation of its Utility Accounting Specialist and Town Attorney, has determined that the amendment of Town Ordinance Nos. 1311, 1248, and 978 pertaining to the schedule of Sewage Works System Development Charge rates and charges in the Town presented herein is non-discriminatory, reasonable, just and equitable.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF CEDAR LAKE, LAKE COUNTY, INDIANA, AS FOLLOWS:
SECTION ONE: That SECTION ONE, entitled “CHARGE”, of Town Ordinance Nos. 1311, 1248, and 978, pertaining to establishment and amount of Sewage Works System Development Charge in the Town be, and the same is hereby amended to provide current Town Sewage Works System Development Charges in the Town to be charged and collected hereafter, as follows:
“SECTION ONE: CHARGE: The Equivalent Residential Customer (“ERC”) shall equal $5,500.00 per new sewer tap connection for water meter sizes of 5/8”. Effective _______________, as a one-time charge known as the Town Sewer System Development Charge, will be collected from new customers of the Sewage Works System in accordance with the following schedule of such charges:

When a customer will not take potable water service through a Cedar Lake Water Meter and no meter size is available, the Gallons Per Minute (“GPM”) of the well pump, diameter of well casing, and depth of well will be used to calculate the System Development Charge per Equivalent Residential User. The base equivalent factor in $/GPM = $275.00. Under no calculation can the resulting System Development Charge be less than $5,500.00.
SECTION TWO: COLLECTION. That SECTION TWO of Town Ordinance Nos. 1311, 1248, and 978, entitled COLLECTION, pertaining to collection of the Sewage Works System Development Charge in the Town, be and the same are hereby amended to provide hereafter that the current Sewage Works System Development Charges in the Town to be charged and collected hereafter are as follows:
“SECTION TWO: COLLECTION. The established Sewage Works System Development Charge amended hereby shall be collected as follows:
- A. For all existing subdivided lots, the Sewer System Development Charge shall be collected at the time a building permit is issued for connection to the sanitary system; or
- B. For any unsubdivided non-residential property, the Sewer System Development Charge shall be paid for:
- 1. after Preliminary or Primary Plat Approval at the time connection is made to the sanitary sewer system for all sanitary tap connections required for the lots contained on the Preliminary or Primary Plat; or
- 2. after Final Plat approval and prior to the execution of the Final Plat mylar for all sanitary tap connections required for the lots contained on the Final Plat.
- C. For any unsubdivided non-residential property, the Sewer System Development Charge shall be paid for:
- 1. in the minimum amount of $5,500.00 per connection if the water meter size is unknown after Preliminary or Primary Plat approval at the time connection is made to the sanitary sewer system for all sanitary tap connections required for the lots contained on the Preliminary or Primary Plat; or
- 2. in the minimum amount of $5,500.00 per connection if the water meter size is unknown after Final Plat approval and prior to the signing of the Final Plat mylar for all sanitary tap connections required for the lots contained on the Final Plat; and
- 3. at the time of building permit issuance for each subdivided lot, the remainder of the actual Sewer System Development Charge based upon the water meter size or the resulting $/GPM calculation using the well pump GPM, well casing diameter, and depth of well, less the minimum amount paid in C.1 or C.2 above.
SECTION THREE: That the amended Sewage Works System Development Charge rates and charges established hereby shall be collected by the Town at the time as set forth in SECTION TWO hereinabove, and in the same manner as the collection of all other Building Permit fees in the Town.
SECTION FOUR: That all existing Ordinances and Town Code Sections, or parts thereof, in conflict with the provisions of this Ordinance, are hereby deemed null, void, and of no legal effect, and are specifically repealed.
SECTION FIVE: That if any section, clause, provision, or portion of this Ordinance shall be held to be invalid or unconstitutional by any Court of competent jurisdiction, such decision shall not affect any other section, clause, provision, or portion of this Ordinance.
SECTION SIX: That this Amendatory Ordinance shall take effect, and be in full force and effect, upon passage and adoption by the Town Council of the Town of Cedar Lake, Lake County, Indiana, pursuant to the applicable provisions of I.C. § 36-9-23, and publication in conformance with applicable law.

WHEREAS, the Town Council has met in a duly noticed Public Meeting, in conformance with applicable law, to consider the advisability and necessity of amending provisions of the Town Code, Title XV, Chapter 150, Section 150.06, as amended from time to time, regarding Permits Required in the Town of Cedar Lake; and
WHEREAS, the Town Council has, at the conclusion of its Public Meeting review, determined that it is appropriate, advised, and in the best interests of the residents of the Town of Cedar Lake that the Town Code, Title XV, Chapter 150, Section 150.06, as amended from time to time, regarding Permits Required in the Town of Cedar Lake; and
WHEREAS, the Town Council, having reviewed these matters and proposed text amendments to the Town Code, Title XV, Chapter 150, Section 150.06, as amended from time to time, regarding Permits Required in the Town, now concurs that it is advisable, appropriate, and in the best interests of the residents and property owners of the Town of Cedar Lake that certain text provisions of the Town Code as amended from time to time, be amended and modified regarding Permits Required in the Town.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF CEDAR LAKE, LAKE COUNTY, INDIANA, AS FOLLOWS:
SECTION ONE: That Section 150.06, entitled “PERMITS REQUIRED”, of Title XV of the Town Code, as amended from time to time, be, and the same is hereby amended, to read and provide hereafter as provided on the attached amended Title XV, Section 150.06 provisions document, consisting of one (1) page, which is attached hereto as “Exhibit A”, and which terms are, upon adoption, incorporated herein by reference.
SECTION TWO: That all existing Town Code Sections and Ordinances, or parts thereof, in conflict with the provisions of this Amendatory Ordinance, are hereby repealed, and declared to be null, void, and of no legal effect.
SECTION THREE: That if any section, clause, provision or portion of this Amendatory Ordinance shall be held to be invalid or unconstitutional by any Court of competent jurisdiction, such decision shall not affect any other section, clause, provision or portion of this Amendatory Ordinance.
SECTION FOUR: That this Amendatory Ordinance shall take effect, and be in full force and effect, from and after its passage and adoption by the Town Council of the Town of Cedar Lake, Lake County, Indiana, pursuant to applicable law.

MEMORANDUM OF UNDERSTANDING
BETWEEN CROWN POINT FIRE DEPARTMENT, CITY OF CROWN POINT, IN & CEDAR LAKE FIRE DEPARTMENT, TOWN OF CEDAR LAKE, IN
1. Parties: This Memorandum of Understanding (hereinafter referred to as “MOU”) is made and entered into by and between the Crown Point Fire Department, City of Crown Point, IN, whose address is 126 North East Street, Crown Point, IN 46307 (hereinafter referred to as “CPFD”) and the Cedar Lake Fire Department, Town of Cedar Lake, IN, whose address is 9430 W. 133rd Ave, Cedar Lake, IN 46311 (hereinafter referred to as “CLFD”).
2. Purpose: The purpose of this MOU is to establish the terms and conditions under which the CPFD and CLFD will share access to the Image Trend system.
3. Term of MOU: This MOU is effective upon the day and date last signed and executed by the duly authorized representatives of the parties to this MOU and the governing bodies of the parties' respective counties or municipalities and shall remain in full force and effect for 1 year. This MOU may be terminated, without cause, by either party upon 180 days written notice, which notice shall be delivered by hand or by certified mail to the address listed above. Term will renew automatically for 1-year terms without notice.
4. Definitions:
- Image Trend, Inc. — A Minnesota software company that provides cloud-based records management systems for EMS agencies and fire departments.
- Image Trend (or Image Trend Elite) — A cloud-based records management system for Emergency Medical Services reporting and billing, and National Fire Incident Reporting System.
- Crown Point Image Trend services — The cloud-based system as described above, subscribed to by Crown Point Fire Department.
- Member Agency — An agency, other than Crown Point Fire Department, that utilizes the framework of Crown Point Image Trend services as a subscriber with the benefit of reduced cost paid to Image Trend, Inc.
- System Level (or System) — Applying to all agencies and users within Crown Point Image Trend services.
- Agency Level — Applying to only the specific member agency subscribing to Crown Point Image Trend services.
- Permissions — Allowed actions and security settings for different groups of users within Crown Point Image Trend services.
- System Administrators — Top tier control and security privileges.
- Agency Administrators — Middle tier control and security privileges to affect only an individual agency. The Agency Administrator shall be named in writing to Crown Point Fire Department administration and an account created/maintained by System Administrators.
- Provider and Super User Accounts — Lower tier control and security privileges at the Agency level. Intended for end users, supervisors, and others for day-to-day operations.
5. Responsibilities of CPFD:
System Administrators (CPFD)
- Create/Maintain/Modify Agency Level administrator account
- Establish Agency Administrator account permissions
- Manage System Level updates to system
- Manage System Level permission updates, most often coinciding with new product releases and revisions
- Manage System Level Validations
- Manage System Level data integrations
- Assist Agency with new agency setup and implementation
- Manage System Level form updates
- Manage System Level Print-Report updates
- Submit System Level support issues with Image Trend Technical Support (i.e., System Down)
- Training of Agency Administrator personnel
6. Responsibilities of CLFD:
Agency Level Administrator (CLFD)
- Create/Maintain/Modify Agency Level provider and super user accounts (to include password changes and active/inactive status)
- Maintain all Agency Level hardware (including but not limited to tablets, MDTs, laptops, and CAD connections)
- Ensure that all such safeguards, including the manner in which Personal Information is collected, accessed, used, stored, processed, disposed of and disclosed, comply with applicable data protection and privacy laws, as well as the terms and conditions of this Agreement.
- Create/Maintain/Modify Agency Level CAD and EKG integrations
- Submit Agency Level support issues with Image Trend Technical Support
- Training of Agency Level personnel, to include providers, super users, and billing personnel
- Required to notify System Administrators of any Agency Level security breaches, viruses, hacks and malware
- NERIS and NEMSIS reporting
- Manage Agency Level data integration with Indiana Department of Homeland Security and other entities (e.g., NERIS, NEMSIS, EMS billing)
- Ensure that only authorized hardware may access the system
7. Data: All data contained in the City of Crown Point's Image Trend System is owned by the respective agency that created or derived it. Each agency is responsible for their own data and access to it. While the System Level Administrator does have access to all Member Agency's data, all responsibility to access and policy shall be maintained by the respective Agency Level Administrator.
8. Funding: In consideration of this MOU, Crown Point Fire Department will require a one-time contribution of 50% of the savings from establishing an Image Trend Elite site compared to joining the City of Crown Point's Image Trend Elite site. This contribution will be due within 60 days of signing the MOU. THIS FEE HAS BEEN WAIVED. Additionally, an annual fee of $500 will be charged and due on or before February 28th of each calendar year.
9. General Provisions:
- A. Amendments. Either party may request changes to this MOU. Any changes, modifications, revisions or amendments to this MOU which are mutually agreed upon by and between the parties to this MOU shall be incorporated by written instrument, and effective when executed and signed by all parties to this MOU.
- B. Applicable Law. The construction, interpretation and enforcement of this MOU shall be governed by the laws of the State of Indiana. The courts of the State of Indiana shall have jurisdiction over any action arising out of this MOU and over the parties.
- C. Entirety of Agreement. This MOU, consisting of four (4) pages, represents the entire and integrated agreement between the parties and supersedes all prior negotiations, representations and agreements, whether written or oral.
- D. Severability. Should any portion of this MOU be judicially determined to be illegal or unenforceable, the remainder of the MOU shall continue in full force and effect, and either party may renegotiate the terms affected by the severance.
- E. Sovereign Immunity. The CPFD and CLFD, and their respective governing bodies do not waive their sovereign immunity by entering into this MOU, and each fully retains all immunities and defenses provided by law with respect to any action based on or occurring as a result of this MOU.
- F. Third Party Beneficiary Rights. The parties do not intend to create in any other individual or entity the status of a third-party beneficiary, and this MOU shall not be construed so as to create such status. The rights, duties and obligations contained in this MOU shall operate only between the parties to this MOU, and shall inure solely to the benefit of the parties to this MOU. The provisions of this MOU are intended only to assist the parties in determining and performing their obligations under this MOU. The parties to this MOU intend and expressly agree that only parties signatory to this MOU shall have any legal or equitable right to seek to enforce this MOU, to seek any remedy arising out of a party's performance or failure to perform any term or condition of this MOU, or to bring an action for the breach of this MOU.
- G. Indemnification. The Member Agency shall defend, indemnify and hold harmless the City of Crown Point and its subsidiaries, affiliates, and its respective officers, directors, employees, agents, successors and permitted assigns from and against all losses, damages, liabilities, deficiencies, actions, judgments, interest, awards, penalties, fines, costs or expenses of whatever kind, including reasonable attorneys' fees, the cost of enforcing any right to indemnification hereunder and the cost of pursuing any insurance providers, arising out of or resulting from any third party claim against the City of Crown Point arising out of or resulting from the Member Agency's failure to comply with any of its obligations / regulations under Section 6.
10. Signatures:
In witness whereof, the parties to this MOU through their duly authorized representatives have executed this MOU on the days and dates set out below, and certify that they have read, understood, and agreed to the terms and conditions of this MOU as set forth herein.
The effective date of this MOU is the date of the signature last affixed to this page.

Dear Council Members:
As follow-up after the presentation to the Town Council on July 7, 2026, the Cedar Lake Historical Association (CLHA) is pleased to share a brief update about the Cedar Lake Community Heart & Soul project and make a formal request from the Town's promotions budget line item toward the 2026 matching funds required by the grant agreement.
The third phase of Cedar Lake Heart & Soul launched this month and is focused on using the Cedar Lake Heart & Soul Statements (see enclosed) to generate and categorize action ideas, which are projects that the citizens are most passionate about seeing implemented in the community. These statements will also be shared with the Town's comprehensive planning consulting firm.
CLHA is the fiscal agent for the Heart & Soul grant awarded by The Legacy Foundation. Legacy is awarding $80,000 over two years for the Cedar Lake project. Legacy requires a contribution from the community of $5,000 in 2025 and another $5,000 in 2026. That additional $10,000 will be returned to CLHA to administer the project. This means that $90,000 will ultimately be invested in the Cedar Lake Heart & Soul project.
Please accept this letter as a formal request for $2,000 from the Town of Cedar Lake promotions budget line item to be applied toward the 2026 match requirement.
I hope that the Town continues to share our enthusiasm at being named the first Heart & Soul Community in the state of Indiana and looks forward to hearing what our citizens wish to see developed in Cedar Lake. Please contact me with further questions about this request.

Dear Council Members,
I am pleased to share that Cedar Lake Historical Association has been invited to Round 2 of the Crown Point Community Foundation's Million Dollar Challenge Grant application process. It is an initiative offering a $1 million grant to local nonprofits, municipalities, and community organizations to fund transformative, collaborative projects in Northwest Indiana.
During Round 1 “Request for Ideas,” CLHA submitted a very broad proposal to collaborate with the Town of Cedar Lake, the park board, and the parks foundation to identify a project on the town grounds complex that would fulfill the action ideas generated by Cedar Lake citizens during the Community Heart & Soul process.
With Round 2 underway, it is time to bring all the partners together to finalize the formal grant application and choose a project to submit for the grant funding. This is going to be moving on a very fast timeline, as the grant application is due October 2, 2026. In the absence of a town manager, CLHA is seeking names of appointees at the July 21, 2026 council meeting of those to represent the town in the grant planning conversations. I recommend a team of up to 3 council members.
CLHA will assume full responsibility for the grant application as lead applicant and be the recipient of the grant dollars should the project be funded. As with all grants, there is significant competition. Full details will be provided at the first planning team meeting.
On the heels of all that is happening with the Heart & Soul project, this is a very exciting time for the citizen voices to help shape the future of the community. I look forward to partnering with the council, park board, and parks foundation on this grant application.

Report for the month of July 2026
1. Community Outreach
Greg Wiesemann attended the Chamber meeting for July.
2. Inventory and Status Update on Newly Acquired Park Spaces
Centennial Villas Phase 1 Outlot D and Beacon Pointe Unit 7 Outlot E have been turned over to the town.
3. Staffing Update
The department has job applications open for the Superintendent position and Park Board position.
4. Recreation Programs and Events
Movies in the Park: Finally happened on July 15th and it has a huge success considering it was on a Wednesday night and super-hot. Next movie is Friday, July 24th.
Farmers Market: The Parks Department hosted the Nerf Battles on July 15th and we had over 50 kids play! Looking forward to July 29th and our water balloon fights.
Fall Soccer: Have over 200 players registered for the Fall season.
Blueberry Festival Bus Trip: Registration remains open for the trip to the Blueberry Festival.
Lakeside Artists Guild: The July concert was held on Saturday, July 18. The final two concerts are in August.
Cedar Lake Art Camp: Happened in the middle of July and it was full.
5. Maintenance Report
Potawatomi Park: Improvements to the lookout area have been completed. The next phase includes the installation of initial drainage infrastructure as a prerequisite for constructing a small parking area on the Polk Street parcel. This work will be performed in-house under the direction of Mr. Kubiak.
Robin's Nest: The Park is done and now open.
Sue Landske Memorial Park: Electrical box will be removed soon and the Sue Landske sign will be installed.
