A Resolution Authorizing a Temporary Loan for the 2017 RDA A, B, & C Bonds of the Town of Cedar Lake, Lake County, Indiana
Whereas Clauses
WHEREAS, a shortfall of the 2024 Pay 2025 Fall Tax Settlement was received before December 31, 2025, and therefore sufficient funds are not available to make lease payment obligations payable on or before January 15, 2025; and
WHEREAS, an extraordinary emergency exists at this time and it is necessary for said Town to borrow sufficient funds to meet the lease payment obligations. Therefore, the Wastewater Treatment Plant Special Fund #633 of said Town shall temporarily advance to the 2017 RDA A, B, & C Bond Fund #412 for calendar year 2026; and

NOW THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF CEDAR LAKE, INDIANA THAT:
SECTION ONE: The sum of $369,430.13 shall be transferred from the Wastewater Treatment Plant Special Fund #633 to the 2017 RDA A, B, & C Bond Fund #412, in order to meet necessary lease payment expenditures.
SECTION TWO: That the repayment shall be made upon receipt of the 2025 Pay 2026 Spring Tax Settlement anticipated on or before June 30, 2026.
SECTION THREE: That an emergency exists and this Resolution shall be in full force and effect from and after its passage and approval by the Town Council of the Town of Cedar Lake, Lake County, Indiana.

Town of Cedar Lake Firefighter/EMT/Paramedic Training Reimbursement Agreement
Date: January 20, 2026
This Town of Cedar Lake Firefighter/Emergency Medical Technician ("EMT")/Paramedic Training Reimbursement Agreement (hereinafter "Agreement") is made and entered into this 20th day of January, 2026, by and between the TOWN OF CEDAR LAKE, LAKE COUNTY, INDIANA, a Municipal Corporation, by and through its duly appointed Town Council (hereinafter collectively referred to as "Town") and Julian Childress (hereinafter referred to as "Applicant").
Recitals
WHEREAS, the Applicant has made application to the Town for a Firefighter/Emergency Medical Technician ("EMT")/Paramedic employment position for the Town; and
WHEREAS, in order to acquire the necessary professional knowledge, skill, method and technique required for Firefighter/EMT/Paramedic work with the Town, the Applicant will be required to participate in Firefighter/EMT/Paramedic training which may be required by the Town; and
WHEREAS, the Town makes a substantial investment of time and money in providing for the equipment and training of newly hired Firefighters/EMTs/Paramedics to the Cedar Lake Fire Department; and
WHEREAS, the Town is entitled to expect a reasonable return on such investment, in consideration of the Town providing and/or paying for such Firefighter/EMT/Paramedic training; and
WHEREAS, the parties desire to memorialize the terms and conditions of the Applicant's obligation to reimburse the Town for costs associated with Firefighter/EMT/Paramedic training should the Applicant voluntarily terminate employment with the Town within a specified period of time.

Report Overview
The following is a summary of CBBEL's activities for the Town of Cedar Lake during the past month. CBBEL continues to provide ongoing services to the Town Council, Plan Commission, Building Department, and Stormwater Management Board.
Key Project Updates
1. Town Council Support
CBBEL has continued to provide engineering support services to the Town Council, including review of development proposals, coordination with other consultants, and preparation of this monthly report.
2. Plan Commission Activities
CBBEL has been reviewing plan applications and conducting Letter of Credit (LOC) inspections for various developments. Ongoing review and support for Plan Commission meetings continues.
3. Stormwater Management Board
CBBEL continues to review and report on agenda action items for the Stormwater Management Board. Ongoing review of ERU (Equivalent Residential Unit) calculations for parcels as requested by the Town.
4. Major Projects Status
Shades Subdivision Phase 2 Project
- Budget: $198,850
- Status: Project awarded to Rieth-Riley Construction Company, Inc.
- After delays with gas relocation work by NIPSCO's contractor, construction has been postponed to Spring 2026 to avoid winter paving
- CBBEL is working with Rieth-Riley to finalize revised schedule and process change order for increased unit costs
133rd Road Raise and Watermain Project
- Budget: $145,150
- Status: CBBEL is revising plans in response to INDOT review comments
- Originally anticipated letting date of November 2025 pushed back to July 2026
- Late 2026 construction schedule expected
Shades Subdivision AA and AB Paving Projects
- Budget: $62,380
- Status: Contract awarded to Milestone Contractors North, Inc. for $693,240.00
- Construction started first week of August
- Now substantially complete with all punchlist items completed
- Final pay application being processed
Utopia ADA Ramp/Sidewalk Improvements
- Status: Project awarded to J&J Newel Concrete Contractors, Inc.
- Total bid price: $94,006
- CDBG allotment: $93,955.00
- Construction expected to commence early Spring 2026
- Must be completed by June 30, 2026 as condition of funding
Cedar Lake Dredging Project
- Budget: $71,620 (annual)
- Dewatering of Sediment Dewatering Facility continues
- Town currently deliberating on use of $2M received from Monsanto Class Action Lawsuit
- CBBEL on-call to provide additional information as needed
5. MS4 Coordination
Budget: $19,400 (annual)
CBBEL staff have begun completing Quarter 1 MS4 construction site inspections for 2026.
6. Building Department Activities
CBBEL continues completing site plan and as-built reviews for individual lots, as well as ongoing development reviews and inspections in the following subdivisions/projects:

7. Ordinance Updates
- Updated floodplain ordinance was sent to Town staff on January 31, 2023
- CBBEL has completed draft updates to the Stormwater Ordinance and Technical Standards Manual

8. Stormwater Management Board Project Updates
Meyer Manor Terrace/Lake Shore Drive Storm Sewer
This storm sewer system consists of multiple different pipe materials, blind connections, and failing pipes. This will be a significant project most likely beyond annual budget constraints. CBBEL prepared preliminary engineering plans and cost estimates. Based on feedback from the Board and Town Staff, CBBEL is looking into additional options for storm sewer improvements/alignments. Additional information will be shared at the February meeting.
10708 W. 133rd Place, Hanover Plat C
Storm sewer within the public right-of-way was cleaned of debris and is now in good condition. Part of drainage issues are related to blocked culverts under Norfolk Southern Railroad. CBBEL staff has reached out to Norfolk Southern to request maintenance on these structures. CBBEL and Public Works will monitor during rain events.
50/50 Rear Yard Drainage Program
CBBEL prepared draft guidelines for the board's review. The program would allow cost share with homeowners to install rear yard drainage in older pre-platted subdivisions with little to no existing storm sewer. Cost share would be capped at $5,000 for the homeowner, with costs above this cap incurred by the Town.
