Call to Order
The meeting of Lowell-Cedar Lake Joint Management and Oversight (JMOB) was called to order at 1:05 P.M. on Tuesday, May 14, 2013 by Neil Simstad of NIES Engineering.

Agenda Approval
Motion made by Randy Santy and seconded by Mark Downey. All in favor by voice vote.
Approval of Minutes
Motion made by Mark Downey and seconded by Randy Santy to approve the February 26, 2013 minutes. All in favor by voice vote.
Superintendent's Report
Superintendent Terry Wright reports that Pro Pump completed repairs on influent pump #2. He estimates that every two years a pump gets rebuilt. Rebuilding of a pump cost approximately $4,000.00. He shared his concern about how many times a pump can be rebuilt before it would be more beneficial to purchase a new pump.
He reported that the Plant had eight (8) days of overflows at Outfall #004 of partially treated wastewater totaling 21.029 MG. He reported that we received a total of 6.07 inches of rain for the month, and Plant personnel pressed 506,900 gallons of sludge for the month of April.
Lowell Engineer's Report
Mark Downey reported that the contractor's deadline is now July 24th with a final project completion deadline of August 24th. The original deadline was extended in order for NIPSCO to complete their work. NIPSCO's work being incomplete delayed the project due to the lack of power.
Cedar Lake Engineer's Report
No Report.
Old Business
The 2013 budget was approved in the month of March 2013. The easement location was unknown for the interceptor inspection. Currently, there is no working capital to address the inspector and it was proposed that a budgetary line item be added for future repairs. In order to repair the project we would need bonding but smaller repairs could be made for less money if it was budgeted in the future.
New Business
No new business.
Public Comment
Lowell Councilman Craig Earley requested that the funds for repairs be budgeted into future budgets to avoid project delays and lack of capital.
